Number of Facilities?
I applied the latest patch to the game
and started playing my first game.
I noticed when colonizing planets that
the number of facilities available varied greatly(sometimes huge planets only allowed me 5 facilities whereas small planets would
sometimes allow 10 or 15 facilities.) Is
this normal? I thought tiny, small, medium,
huge, etc. had the number of facilities
fixed on the planet.

If the planet's atmosphere is the same as your race breathes you can build outdoors and this means that you can build 5 times as many facilities on the planet. You can also capture people from other races and put them on worlds that they like. For example, you have a race that breathes hydrogen. On non-hydrogen worlds you can have
Tiny: 1, Small : 2, Medium: 3, Large: 4, and Huge: 5 facilities. On hydrogen worlds, you can have 5, 10, 15, 20, or 25 facilities respectively. If you later capture some people who breathe methane and put them on a medium methane world, they will be able to build 15 facilities there while your people could only build 3.

The planets you can colonize have different atmospheres. If you colonize a planet that has the atmosphere your race can breathe, then you can have maximum number of facilities and population on that planet allowed for that size of the planet. If the planet has atmosphere you can't breathe, then your colony will be domed and will not be able to hold as much facilities and population. The difference in facilities and population between planets with breathable and non-breathable atnospheres is about 5:1. For example; if you colonize a huge planet with breathable atmosphere, you will be able to have 25 facilities on it. However if that planet has non-breathable atmosphere, you will be able to have only 5 facilities on that planet.
When you look at the map, you will notice that all planets that you can colonize have + sign on top of them. The planets with green + have breathable atmosphere, and planets with red + have non-breathable one.

It is in the in-game stuff somewhere, I do recall reading it. It's also in the .dat files.

It's in the tutorial, which I find quite useful for getting started in the game. The game is still a bit overwhelming, though. One thing I'm wondering is, from the main screen, when viewing the quadrant map in the lower right, how do you tell who has a presence in a system? Or do you only see your own color?

Well, you can't tell who owns the system in the map in the main windows, unless you have some ships (or satellites) there. You can use Empires screen (F9), and then look at borders. There you will see all the systems you have discovered so far, and also all the claims on those systems. Now, when the AI colonizes some system, he always puts claim on that system and all the neigboring systems. Because of that, you can easily predict where AI empire has colonies.

I was just hoping for an easy way to assess territory without having to leave the main screen.
