Re: wondering
One major point is that SE4 is flexible. See the "Pirate's life for me" thread for example.
You can change almost anything you want, and get neat variations of the game, or make it into your favorite Sci-fi Universe.

Re: wondering
SEIV is better than MOO2 in the miriad of options you have to pursuit your goals, in the huge tech tree it has as well as the number of components you can build, in the less abstracted way everything is displayed and in the option you have to fully customize a game to your liking (and I mean adding new techs, components, sounds, graphics, AI behaviour, etc...).
MOO2 is better than SEIV mainly in the AI (AI in SEIV is very poor... which comes as no surprise given the complexity of decisions a player must make - and this is a good thing on the human side!). Its a pity the AI in SEIV is so weak...
All in all, the better game is SEIV because of the amount of diferent paths you can choose to win a game! Its a remarkable exercise in game design.

Re: wondering
I never played MOO2, but I played the hell out of the original MOO.
I liked the alien races a lot more in MOO, they were just somehow more appealing. Who were the catgirls, the Mrrshan?
The other thing is graphics, and even as old as MOO was, it still spanks SE4 there. There is not one single animation in SE4, anywhere; everything is flat, static bitmaps.
But in terms of actual pure gameplay, SE4 is a somewhat better game, and certainly more flexible.

Re: wondering
I still have the original MOO on my HD; got a bargain bin copy a few years ago as a Christmas gift. I still play it occaisionally when I'm in the right mood. I like the research allocation bars and completion time uncertainty in it, and the personality in diplomacy.
You remember the Mrrshan correctly.
SE4 is absorbing the biggest share of my free time, though. I've only barely begun to explore it. I'll take gameplay over flashy animation if I have to choose between them. And the static art in SE4 is still gorgeous.
