Well Starfury still has 2D combat... no 3D strategy there.

No it doesn't. It still just has static phased and non-phased options. You can not have a weapon that can skip one class of phased shields, but is stopped by a second class. And then have another weapon that skips that second class, but is stopped by the third class. And then another weapon that skips the third class of shields, but is stopped by a forth class. And so on.

I think that would have to be an ability on the shield rather than a damage type for a weapon.

Leaky could be done in the same roundabout way as now..this doesn't improve that at all.
The phrasing for shields is a bit awkward though. What it should say is that there isn't a need for a phased shield ability. The damage types can define that on their own.
