Trading question

I�ve been playing a couple of games now and i�m trying to speed up the research by trading with 1 out of the 19 computerplayers in my game.

By doing so i realized that i�ve never received a trade proposal from a computerplayer in every game i played.

Is this not implemented in the AI

The TDM AIs use it. I have not played stock in a long time.
