No intelligence???

Gentlemen,

In my current game vs. the AI using the DevNull mod, I found that I have zero intelligence points. I have built numerous int centers across my growing empire. The game is still early, though, I have researched the basic intelligence project.

If I activate a counter-intel project, no points ever get put into it.

Has anyone encountered this? Does anyone have a solution? Else I suppose I will have to restart and give this game up for dead.
