LRS question

If you create a Long Range Scanner with a range of zero, will it scan ships in the same sector that it is not engaging in combat with? I'm thinking of using this to overcome the "you know nothing about your allies' ships" effect by modding a Basic Scanner with a range of zero, but if it doesn't work...
