Douse bonus without blood magic

This could probably go in modding, but this relates to normal games as well.

Anyway; Does douse bonus (from Douse Rod or #douse stat) help if commander doesn't have any blood magic? It is quite annoying if I need to make my bloodhounds blood magic users.
