100 Prec Weapon Possible?

I know that its possible to have 100 prec weapons because many do: mind blast, mesmerize, etc. But when I tried modding it myself it totally failed. Setting #att 100 on a ranged weapon just caps at 25...

Is it possible to mod a 100 prec weapon? If so, what command(s) do you use??
