Which nations are not dependent on their capital?

After reading the Helheim thread, I have been wondering about which nations have primary units which are not capital dependent. As far as I know, Shinuyama and Argatha are two, and maybe Mictlan to some extent, but I'm wondering if people here have other suggestions before I go starting a 63 nation test game.
