How do you move in water or attack ?

I'm obviously new to this game. I cannot figure out how to move into water or attack a water province. I'm playing (and getting killed!) as Jotenheim. I want to attack a water country. Does every unit have to be amphibious?If so, where do you get them? All I can find is a very weak unit called a shambler. Also, I'd love to play an online game, but I am SO new to this game - any advice?
