Agarthan Heroes?

I've taken four games through to turns 40-60 now with LA Agartha, each time with Luck 3 on their pretender. Not a single hero has shown up, making me suspect that Agartha (at least Late Age) has no heroes?

Anyone else seen heroes for Agartha?
