A Bug or Not???

Playing 1.49, no mods, high aggressive, low bonus, picked 5 races & tweaked traits, had computer then random pick others. Ended up with myself and 16 AI's. I met 8 AI's within lst 35 turns, had some fighting but made trade or trade reaserch treaties with 7 of the 8. When i went to intel and checked their Tech's Only 4 of the 7 were shown. Everything else showed up but their Teck screens were blank, played some more went back 10 turns later their tech screen blank, I started watching the % of trade etc, when it went over 18% - 20%, lo and behold their Techs were now visible.?? I never had this problem with the other patches. is this something new with 1.49 or possible bug..
also some of the 7 were those i tweaked the others were those the computer picked.
