The freighters will be built at no cost in the scrap resource thank to the 0 construction rate of the Launch Pad, so you don't need a really high scrap return to get a decent profit from them. Meanwhile, you probably don't want repeatedly building and scrapping ships at the spaceport to be a viable source of income except as a last resort, so the scrap return shouldn't be much higher than 100%.
