Ships in Fleets - Old Bug?

I have been playing around with the Fleet.txt file lately in an effort to increase the number of ships that the AI assigns to fleets.
Modding the number of fleets and the ship setting seems to work ok, but, modding the % of ships that the AI maintains in its fleets does not - I've been trying numbers like 80% and 90%.
Is this an old bug? Or is there something I have missed?
