No, you probably don't have it! A dom2-map consists of a graphics file (.tga) and mapfile (.map). The .tga is required for playing, while the .map is only required to set up a new game. The downloadable shepherdsmap.zip contains only a faked .map file, which does not hold any unusal information about the scenario (just neighborship relations), but allows to play the map without any features of the scenario.
Illwinter will setup a game for you using the proper .map file, so this is nothing to worry about. The reason is, that players cannot simply look into the mapfile to see how the scenario is scripted (e.g. which province has which sites, defending commanders having precious items, preste-castles, pre-set villains for the central AI, etc.). So this is done to keep some surprises for everyone!

Hmm, but is the .tga file the actual map? I thought it was going to be "shrouded" or is the "shrouding" they're talking about have to do with the missing .map file? thx
