Default Really Bizarre - I think it is a bug

I have seen commanders retreat to really bizarre positions before, but now I have proof, and I think it corroborates a suspicion that Arralen has voiced in a different context:
I think dominion plopps and *maybe* commander routs can be bugged; these commanders or plopps do not move to neighboring provinces, but to close-by numbered provinces.
Here is a turn file of a test run I was doing with my modded nation vs. me as humans; here, a wherewolf retreated on the Karan map from 32 to 34 instead of to 25, which is the only valid province to which it could have routed -- about 10 provinces away, and over water too.

I checked Karan's map again, and there is nothing wrong with it. (I have had this happen to me on Aran too.)

I am attaching the game file here. You will need to choose "Arco", and I think everything is clear.
Excuse the really bulky game file, sorry -- I am trying to test my modded nation under as many circumstances as possible.
If the game is not loadable without my mod (I modded the TC nation, please dont choose that one since I think that will crash the game), can you please let me know and I will post it too?
