There haven't been any changes to the scales that I am aware of. You could check the patch release notes if you wan't to be doubly sure.

This is something that get's discussed pretty often, so if you search around some more you'll find threads discussing the most efficient blood hunters for each nation. You can find the formulas in Liga's Mannual Addendum:

The quick answer is that the higher level the blood mage, the more likely he is to be successful and the more slaves he will find. But the rate of return is not linear. A Level 1 mage is much better than a Level 0, a Level 2 mage is quite a lot better than a Level 1, and after that the differences become less and less noticeable. I think the standard blood hunter, if you can get it, is a level 1 mage with a Dousing Rod.
