Default Bad Idea?

Hi Folks!
Newbie "strategy" question here. Up till now whenever I colonize a planet I have decided what I want the planet to have right away and filled its build queue with the appropriate facilities. It occured to me yesterday that when I wanted to upgrade my facilities to some new tech that many planets would need to either clear their queues or wait for the building to finish in order to pull off the upgrade. So my question is, do most people perfer to fill the queue up off the bat or just build a few facilities at a time (which requires alot more micro-management every turn but allows for quicker implementation of important upgrades)?
I'm leaning towards the original way I was doing it of filling the queue's simply because it seems like alot less clicking to clear the queue for an important upgrade then constantly switching in to add stuff to the queue every few turns...thoughts?
