New AI files for CueCappa and Phong

I posted in the Mod section modified AI files for the CueCappa (psychic racial tech) and the Phong (crystalline racial tech). It works with SE IV Version 1.35 and needs no modified components. Hopefully it will enhance the performance of the AI but anyway it has some new ideas for the ship designs.

Any feedback is wellcome.
