MInes: How to build them, how to deploy them

List,
Try as I might, I cannot build or design mines (the type that blow up ships). I've read the CD manual and the short rule book and I cannot find any way of bulding mines although I have been able to research them to the type II Version.

I did read on the list that you must design them first but I have been unable to do so.

I have the full Version of the game and it is Version 2.0.
