I asked MM about adding ship sizes for jsut one race and here was the reponse fYI....

i built a new type of ship, but only want one race to use it. Is this
something I can set up in the game.txt files?
If you add a ship size to the game, you must add a picture for all of the
races to use it. If the races do not have the picture, they will grab it
from the RaceGeneric directory. At the very least, the RaceGeneric must
have it.

OR

You can make the vehicle size dependent on a racial technology. Then only
the races with that racial technology can have access to it.
