Scanners can scan ships in adjacent sectors out to the ability limit of the component / level. Sensors only work in the immediate sector as the ship containing the sensor. Actually sensors have a range of the entire system, and cannot scan the inside of ships just reveal any cloaked ships (which long range scanners don't do)
