Set up and Mod questions

I have some basic questions. What are the differences between computer controlled empires and neutral empires? Do the neutral ones just hang out in their original system? If I choose no neutral players, do I get more computer controlled empires?

Does one create a new computer controlled empire by adding it to the pictures\races directoy? Will the computer select it when it generates a game?

What does Sun_devil's AI mod buy me? Can I put it in the Modpack directory?
