Actually, things are so bad that I might surrender to my partner to fix the .emp problems and consolidate what we have left. This, of course, we would mean a loss for me in terms of the Ratings, but it might keep the game viable for my team.

If you two are really so bad and nobody wants to take over the empire of your partner, think you should surrender to your partner (and lose those Raitings ) and take control over the new empire.
