Big Fat Bug

Seems that AI now is filling all the empty space on ship with Armor III even if the tech has NOT been researched. This means that all the designs that are not 100% full with other components are going to have armor III on them and will not be build until that tech is researched (and since AI almost never researches it, it will be very late in the game). I think it is already time for 1.28 Version

Btw. I am just about to send a savegame with explanation to MM.
