So I meant anything that is not a genuine, captured-in-heat-of-battle transfer of technology.
Here's another suggestion that I implemented in my latest game (ConventionalWarfare_1_49). Restrict Trade-generating relationships to two per player. I find this has made people much more careful about how they make and break alliances, as well as stopping massive trade income and almost-dead 'zombie' empires with huge 'virtual' trade revenues.
