Find in settings.txt
Minimum Computer Player Medium Setting := 4
Maximum Computer Player Medium Setting := 7
(i think these are defualt numbers )
change it to
Minimum Computer Player Medium Setting := 7
Maximum Computer Player Medium Setting := 7
Now, when you start a new game with "medium number of random computer players", SE will generate game with 7 random empires.
The same can be done with Neutrals.
