Compostiom of AI forces in Long Campaign

Can you control the composition in anyway?

I'm playing a small scenario using Japanese SNLF units. I'm not far into it but in three of the scenarios I've played you'd think I was fighting in the deserts of North Africa with the amount of armour the opposition is being given. It's crude.
