hy can I not recruit units thru magic site??

I just killed off Vanheim and in their main province they have 2 magic sites:

Vanhalla - Says it allows recruiting of Valkyrie & Vanadrott.

Halls of Andvare - Says it allows recruiting of Dwarven Smith and Fay Boar

But I cannot recruit them. They do not appear in Recruiting!?!?!

What do I need??
