Pirate Systems

In the mission write up for the "Do three pirate merc guide missions" it says once you complete them you should be able to travel through pirate systems without being attack on sight.

Now I have done the three missions (alot more than three actually) and completed the mission but I still get attacked by every pirate ship as soon as I enter a pirate system.

Am I missing something?
