Planet Rebellion

I'm wondering what data the game looks at when determining the stats of the new empire that gets created when a planet rebels?

What I would like to do, as a gamemaster, is be able to control what kind of race gets generated, like set the name and empire type and such, when this event occurs.

Any advice?
