1954 seems a bit optimistic as that is the same year that unit appears in the Czech OOB but somebody has to be the first customer.
That link also shows BM-24's in use by the Israelis which adds some photos and further info on when they were used.

Actually, in a current Czech OOB it appears in 1961 - I suggested 1956, when it was first shown to public ( http://forum.valka.cz/viewtopic.php/t/13303 ). According to this page, the launcher itself was ready in 1950, but it took some (unspecified) time, before they decided on Praga chassis.

291 SA-3 Goa - in the first period, Egypt used twin launchers for S-125 system, what is confirmed by photos. Unfortunately, I don't know when they received S-125M with quadruple launchers (commissioned in the USSR in 1970, it differed also in increased range). Possibly only after 1973.

303 Sinai 23 and 304 Nile 23 - according to Russian Tekhnika i Vooruzhenie 8/1999, they both were competing designs and Sinai was chosen for production (it could be verified - I haven't found any firm info on Nile 23 in the web). Production of Sinai started only in 1989, but there is no information in the article if any were made that year, only in 1990 there were made 4 (now it starts at 1/88). http://articles.janes.com/articles/J...-23-Egypt.html says, that first units were delivered in 1989.
According to the article, it carries 3 missiles Ayn Sakr, while Nile carried 2 - it could be verified (now Sinai has 4, Nile - 6). But there's no info on possible reloads.
