If you are having trouble with colour pics that "flash" it's becasue you are using the full pallete that contains all the colours the game uses to animate smoke or water or fire that is why there are four variations of the palettes in the Game Data/Design/Palettes folder

One for colour pics
One of B&W
One full pallete
One of Icons

The colour pics palette is used for the colour pics that show up on the start screens. There are no colour pics in the game, and never officially will be, for consistancy. You can ALWAYS find or make a B&W image becasue there is a good useable series of greys in the pallete but there an not enough of the other colours to make decent colour pics.
