Oman and the Gulf States

Just out of curiosity, does the Gulf States TO&E include Oman? I was looking and alot of the equipment could be used in Oman.

the "Gulf States" OOB has always been for those smaller states not individually given an OOB of their own, e.g Qatar, UAE, Oman etc.
