Water 9 bless?
Am I doing something unspeakably wrong or does water 9 not give units quickness? Was this removed in a patch or something?

I have a hard time noticing it too... I think unless your guys are fast to begin with you won't see it... they'll use all their movement for first round of quick, then attack. Also make sure your guys are actually blessed (the candle in their description will be lit up). Nifel giants... you'll notice when they're quick

quickness is noted in your stats under attack rating, etc.
I gave a pretender a w10 bless to test it - units get a +5 defense rating, but no note of quickness appears anywhere. If I bless commanders they seem to get quickness (noted under attack rating).
Does w9 only quicken commanders?

The quickness you get from W9 doesn't give you any extra defense or attack far as I know; there's only the regular W8-effect of +4 def. (Or +5 from W10 in your example.) Are you sure you've observed the W9 blessing giving a bonus to attack on a commander?
Edit: Oh, and you can always check the unit's APs. They should be 1.5 the base value when the unit's blessed.

The 50% in Water 9 Quickness means that for each battle round, the blessed unit has 50% chance of benefitting from extra action.

Hm, I was testing it using Tien Chi, I guess one of the priests must have casted quickness.
So they -do- get extra attacks - its just only listed under movement?
Hmm...

No, they get two things:
1. A 50% increase in movement, listed under movement
2. A 50% chance of getting an extra action, checked each round, not listed anywhere.
I'm not sure whether the "extra action" in question includes movement(meaning they've a 50% chance of moving thrice their base movement), I imagine it doesn't. Should be easy enough to test, just start your blessed, low-movement troops at the back of the battlefield, and see if any of them move twice as fast as the rest in a particular round.

Was that just a poorly written line - or do you really mean they do not get extra attacks, and that the only change is not listed under movement?

the have a 50% chance each round of getting an extra action AND they always have a 50% movement increase

A movement increase is one thing, which is listed under movement. A 50% chance of getting an extra action is another thing, which isn't listed. It really isn't all that complex.
The only thing I'm uncertain of is whether this "extra action" consists of a full move-and-attack, or just an attack.
