Questions about National Heroes

I think that cumulative chance of getting a hero isn't so weird as it sounds, i often notice that heroes usualy start to appear more often the longer you have played.
And it kinda makes sense too with your fame growing etc.

It is not cumulative, turns out though that I was way off on the numbers. Which became obvious after I thought about how often you do get heroes even with negative luck scales. Base chance is 3% +1% per luck scale. So with luck 3 you still have 0.94^30 appr.=29% to not recieve a hero after 30 turns. Sorry about the misinformation I probably jumbled the numbers with the pop growth numbers.

Does negative luck subtract from the 3%? Is there a minimum chance?

Negative luck detracts, so if you have luck -3 you will not get any heroes, if everything works as it should.

Now, while we're at it, could someone who knows tell about Gallus-Pontifex Serpentis and Ekishnugal The First King?

No more luck -3 for me.
