You can enter Starfleet Academy as young as 14, IIRC. And after 2 yeas there, you can be posted to an actual ship for a year -- at age 16.
Also, while making him BRIDGE crew wasn't a terribly smart idea, consider this happened after Picard had been told, in no uncertain terms, that Wesley was to warp field dynamics what Mozart was to music.
Should've stuck the kid in engineering ... would've given him some experience, directed his interests, and ... he could be either closely supervised, and/or given stuff to do that didn't involve any risk, neihter to himself or the ship.

The only good thing about the Wesly character is that he is so annoying that it made it extra funny when he accidentally blew up the Earth. (well OK that was an Outer Limits episode but it was the same actor.) Somehow it being 'wesly' made it really funny

Scene 1:
The familer bright blue electrical discharge fades away and we see Sam standing in the middle of a strange room facing a large viewscreen on the front wall. On the screen is the image of a creatue that can only be described as doglike. Despite the canine resemblance the creature appears to be standing upright and Sam get's the distinct impression that this being is intelligent. The creature stares menacingly at Sam as if waiting for a reply to a question that was uttered before Sam leaped in to this body.
Yoshi: "Captain, the Gol'thar have given us an ultimatum. The translation appears to be, "Stand to and prepare to be boarded, or you will be destroyed."
Sam: "Oh boy."
Fade to black
End Scene 1 Geo this has got to be one of the funniest things I have ever read. Thank you, thank you so very much for making me laugh.
