Two dumb newbie questions
I looked at the newbie FAQ and didn't see the answer.
1. A few turns into the game, can you refit a ship using only the planet space port, if so how?
2. I downloaded some Star Trek races, but there were no instructions on the site as to how to install them. All I saw on the FAQ was for adding shipsets.
Help would be appreciated.

You need a space yard to build/retrofit/scrap ships.
You have to put them in the race folders.

All of the files for each race should end up in a folder of the same name:
IE:
SE4\Pictures\races\Klingons\ *any files starting with "klingons_"
SE4\Pictures\races\Federation\ *any files starting with "Federation_"
Most zips of mods and shipsets will have that path info built in, so you can "extract to..." your SE4 folder, and they'll slot themselves in properly.

A small pointer on retro fitting ships... If you retrofit engines make sure your within 1 space of a resupply depot..

To expand on what Hunkpapa said, here's how to retrofit:
1) create your new design and ensure that the total resources (minerals + organics + rads) is not greater than 150% of the total resources of the original ship. If you want to retrofit to a more expensive design, you need to make multiple steps, each with no more than 150% increase.
2) move your ship to a sector with a spaceyard, either planet based or on a ship/base works fine.
3) click on any one of the ships in that sector then click the green triangle (retrofit, scrap, analyze, etc) for a new window.
4) select the ship you want to retrofit, then click the retrofit button.
5) new window pops up with all available designs that you can retrofit to. select your desired upgrade ship.
6) click OK.
7) your ship is now retrofitted and any new components must be repaired by the spaceyard. Once repaired you are good to go.
Note that if you retrofit engines and you don't have a Resupply Depot on the planet, you could end up with a ship with 0 supplies because retrofitted engines come with no supplies.

One strange thing I discovered about refits, though - all the ships you refit at once have to be of the same class. So if you have 10 Narf-class Battlecruisers and 10 Zort-class Battlecruisers and you want to refit them to Xeon-class Battlecruisers, you can't just select all of them and refit, the refit button is grayed out if you try that, you have to first refit one class and then the other - you can do this on the same turn, but you have to do it as two separate operations. At least in 1.84 it's that way.

It always was like that. Makes things easier from programming perspective I think, no need to use a subroutine to check whether you selected 10 battlecruisers and 10 escorts for retrofit
