Changed the Name of the Game to "Rules of Engagement".
The goal is to have so many rules that you can't keep them in your head.
No rules should contradict another rule.
Any rule suggestion/alteration is welcomed!!!

Here are the new rules (Any ideas are welcome):

1. No tech trading (You may gift/trade ships).
2. Max alliances three players.
Never have partnership/military Alliance with more than two other players at the same time.
Chained alliances are allowed, however, max three players can win the game
3. You may at any time challenge the Orions to fight in the Arena.
You decide the number of ships, equal for each side.
You decide from which system your ships shall enter.
The Orions opens a wormhole to that system and awaits in the other side of the Arena.
For each Orion ship you destroy you may request a free tech from the Orions, this will be delivered as a gifted ship with the required components.
You may choose to have the location of the Orions system revealed instead of one tech.
4. Winning Conditions:
Alliance victories are allowed, max three players/alliance.
- Annihilate all other races.
- Colonize Orion Prime.
- Win a majority (10 votes) in the senate.
5. The senate is a separate system with 19 voting embassy planets. Each Embassy planet has a one-way wormhole from a homeworld.
The race owning a senate embassy controls it votes.
6.If a Race is annihilated, the Race claiming that race's Last planet outside the Senate gains the Senate Embassy world (Will be gifted, if dead player resists, host will force the issue).
7. any player may start as a neutral race. The Orions will then colonize their senate planet and gift it to them.
A neutral cannot use wormholes.
A neutral has permanent position in the security council meaning:
Veto against any Orion attack order, disregarding if the neutral race holds their senatorial planet or not, as long as they have presence in the game (not counting units) they are in the security council.
If there are 4 or more neutral players they form the Neutral council, wich may order one orion attack each year, disregarding the rest of the senate

8.Any race can at anytime request a vote in the Game forum, 10 votes for a race or Alliance wins the game.
9. The Orions are Maxed for fighting, starts with all techs in a GOOD system hidden beneath another system.
The orions might explore the universe but will never be hostile, if they fight they will run or loose (except in the Orion system and the Arena System).
10. 15 votes in the senate will force the Orion to attack a designated target (planet/fleet, ship).
The orions will Never attack a homeworld system or senate planet disregarding any senatorial order.
11. 19 votes in the senate can change any rule.
12. if a race is without player, all vote counts are decreased by one, except winning condition. You always need atleast 10 votes to win. But if 2 players a re missing, 17 votes can change any rule, etc.


So, this game might be over in less than 50 turns if someone sends a large fleet to the Senate system. But the ships can't go home again. Leaving the Home system with lesser defences.
Guard your senate world, altough any maintnance requiring ships/bases there can't be used elsewhere.

-Low tech start.
-High tech cost.
-Tech trade/Gifts off (You may gift/trade ships for increased tech)
-Intel allowed.
-Max 100 mines/sector.
-No omnipresent view.
-Wormhole from home system directly on-top of your senate tiny planet.
-Huge Galaxy (255 systems, 1900+ planets)
-19+1 players (Orion can't win)
-Server uses the No-AI Mod.
-Retroseries are allowed.
-Strictly roleplaying.
-Absolutely no e-mail diplomacy prior to in-game contact.
-No e-mail diplomacy after in-game contact either.
Ofcourse you may mail each other and discuss other games, real-life events etc. But keep in-game discussions either in-game or public in the PBW "Rules of Engagement" Game forum.
Start forum topics with RP or OOC (RolePlaying or Out Of Character).
- Breaking the rules may result in a warning, an orion attack or being kicked from the game. Depending on the nature and severity of the transgression. Decided by the host.
-When uploading your empire mark wich shipset you are using. No duplicate shipsets allowed.
-Check or alter your race's description and keep to it.


Special Systems:
-Orion Home system - Hidden.
-Arena - Empty Fighting Ground.
-Senate - 19 tiny worlds and a Medium Orion watchpost.

What are you gonna do if somebody PPP's Orion Prime...?

Since you're just one player, and won't colonize other systems, eventually you'll come to the point where an alliance of 3 neighbors could conceivably reach the point where they can just PPP Orion Prime... Well just a thought.

That won't happen.
The Orions will have plenty of intel points dedicated only to counter intel.
All the other players together will propably not have as much intel points as the orions will.
