You haven't looked hard enough. Heretic is there, has been ever since the icon came available. Look up Leo, Sceptic or Epoptes for example.

Maybe it's the version of the db I'm looking at then. In the static Excel version of the 3.23b db, Sceptic has a footnote saying 'lowers dominion', but units like Epoptes don't.

A unit w/Heretic acts like the Stone Idol; basically, it's like they're a priest of a one nation preaching in different nation's dominion (and thus lowering it.) The difference is that they always have the effect (i.e. you don't need to specify "apply heresy" or something) and it applies to your own dominion as well (so you don't want a stack of them in your capitol, unless you've got really bad scales or something.)

Like Gregstrom, I'm using the Excel version, and I can't seem to find it either, in either the AllUnits or BaseU tabs.

It's there. Inquisitor and heretic abilities are right after the magic section, since inquisitor is related to holy magic (it requires the unit to be a priest) and heretic is basically a reverse and related to dominion spread. That's why they're placed there, instead of with the other non-combat abilities.
