"Gulf States" are all the states in the area without a nation-specific OOB.

e.g. Quatar, Dubai, Kuwait, Emirates etc.

The flag is quite simply generic as well. The Kuwaiti flag will do the job since about the only reason to use the G/S OOB is for the Iraqi invasion in 91.
