And I don't see anything in the Dom3 progress page about domes being changed.
But, since I've been away from Dom3 for a bit, I set up a test with Caelum and Abysia to see if the problem still exists.
Caelum put up 3 domes in their capitol, and Aby cast Fires from Afar.
After only 5 castings (nice co-incidence), one of the Fires from Afar got through. It only broke one dome, but it damaged units in the province.
So now it looks like if you stack domes of the same type, a spell does not need to break them all to have an affect on the province.
