For me the uniqueness of all the national spells is cool and somehow special. I would like much more such spells!
In case of seraph, this uniqueness never really existed.
So why do so many players like it, that wishing for national summon spells is possible?

Forget removing the Seraph, how about adding something else like it? Similar in power level, but different in abilities? Like a Vanth or something, I don't know.

My favorite wish was for the Orb of Atlantis when someone was crossing a sea to attack me, so I answered "other item".
I said "no" for seraphs, but as well it's only as long endgame national summons are not available for all nations (or at least non unique good SCs chassis in all paths).

How about if you could wish for any unit (if one is in the world somewhere you get a random one from the world itself) but there is a MR contest to see if it shows up subservient or hostile, and maybe a random chance whether a hostile unit shows up to attack your province, or as an assassination-type encounter?
For thematic/variety purposes, there could be positive modifiers if the summoned unit is the same type as the caster (i.e. demon/undead/size, and/or blood/death/nature/water/air give bonuses to demons/undead/animals/aquatics/fliers respectively) and some modifiers for other types (mindless are easier, horrors are hard or impossible, maybe a minus for size...). Ok, I like detailed and uncertain mechanics.

Solution: Add another unit with the same name as the unit you want to become unwishable, but a lower unit number and give that unit the same behaviour as the uber horrors went wished for. (could be done by placing it instead of the current unit and then moving the current unit to a new, later, number)
EDIT: To clarify, this is a solution for how KO can easily make that unit unwishable and in a somewhat thematic manner.

I always wish for a bog beast plushie and never got one. But I won't give up. But to be honest, the single time I made it that far in a game, that I was able to cast wish, I wished thrice for blood slaves. After that, Grand Theft Chalice began.

Armageddon is the only proper wish, especially with all the dang liberal peace and love types outlawing the other devastation spells.
