I think it was Gandalf who,in Dom 2, played a domstrength 2ish triple bless mictlan, neglecting to push his scales with sacrifice, and relying on uberbless sacreds.

Two sacreds a turn with Mictlan? Sounds like a very bad idea. At least strange and many ideas from Gandalf are strange. Probably bad and strange.

I think it all depends on your dominion strategy. I usually go for positive scales, so even if I don't play with sacreds, I take a dom of 4+ so I can easily control my territory.(and take advantage of my scales)
You can imagine the opposite, with an ultra bad scale setting, and a pretender with 9 S/B/D, for a powerhouse in late game.( and a 1 or 2 dom)

It is not very difficult to raise dominion with sacrifices. Might have been even easier in dom2. Can't remember.

As a dom 10 nation can recruit 10 sacreds on the first turn, probably no. I have heard temples might increase the number of recruitable sacreds, though.

You can recruit sacreds up to your base dominion. Every 5 temples increases that by one.
Still leaves the uberbless jaguars useless for early expansion. Really ugly later on, when you've got lots of temples up and plenty of castles churning them out. Not to mention the sacred summons.
On one of Gandalf's huge maps where you don't meet another nation for the first 40 turns, it could be an interesting choice.

Can you ever have more than 10 candles in a province?
Well your dominion score does go up by 1 for every 5 temples you build, allowing you to recruit 11 then 12 sacreds a turn etc..., you never get more than 10 candles it seems.

Can't have more than dom10 in a province, but you can reqruit more than 10 sacreds/turn if you have enoguh temples.
