SE5. How do alliances work?

Oh ok, I suppose I should have at least tried it in game first to see . Still it would be nice to be able to decide on a flag that shared both, or more empires emblems, when you propose a treaty. I suppose if you want it you have to make the flag then propose it, then share it with the other side.
