Forests block Line Of Sight. Sometimes you can see through one forest hex but not through two. So it's quite possible the forest prevent your unit from firing but that's not because its a MLRS, it's the same for all units.
Now if your MLRS did itself have a LOS to the target it is possible the enemy unit was too close. It's possible your MLRS had a MINIMUM range at which it can fire.
But to you give you a complete answer you'd have to give more info; what type of unit exactly? range to target? did the MLRS have LOS to the target? Those would help a lot.
Also, firing directly isn't the best way to use an MLRS. It means the enemy can fire back too. It's way better to plot indirect fire using the bombardment screen.
