But the PBW admin gave the PW already.
So we only need an replacement for the Sheliak.
But the game is filled again, now hope that the AI didn't screw up to much, for the Gorn and the Vulcan.

Klingon High Command Policy on Exiled Clans
IC: The Klingon High Command would like to issue a policy statement on the status of exiled Klingon clans. Klingon society, as all enlightened (even dishonorable ones) species should know, is the perfect by product of clan competition. This constant competition ensures that Klingon society is, frankly, the most effective and efficient form of interstellar society possible. Only the strongest and wisest Klingons and their clans rise to the higher levels of rulership (for the benefit of all, of course). However, by the nature of inter-clan competition, those clans who are on the losing side of these struggles sometimes find themselves stripped of their lands and hence their honor.
The only ways for clans in such a condition to regain their honor and resume their place in society is to find lands elsewhere, or to perform some great service to the Klingon people. For this reason, occasionally, these clans may be found even in parts of the galaxy very distant from the Klingon Empire. In such instances these clans are seeking out new lands to claim for their clans and thereby regain their honor and status.
While the Klingon High Command does not see the need for any further official colonization efforts, such wayward clans may yet be encountered across the quadrant. As these clansmen are Klingons, they will be afforded the full protection of the Klingon High Command. But they are not related to any large scale colonization efforts. We ask that the other races of the quadrant take this into account when dealing with these clans. We encourage any races to inform these clans of potential settlements they might make, for by doing so they can regain their honor. They will, furthermore, be doubtless grateful to any races who assist them in these efforts and will surely render their assistance to them. As the entire galaxy knows, Klingon warriors are unparrelled in their skill and daring, and enlisting the aid of these clans would doubtless be of use to other races. When approaching such Klingon Clans or their outPosts, we ask the other races' representatives to address their enquiries not to the Klingon High Command, but to the clans themselves. The clans will respond as thier interests dictate - but it is to be remembered that they will doubtless be very grateful to any races who assist them in finding a planet to settle.
OOC: Aside from some internal colonization efforts, the Klingon Empire is pretty much finished with large scale expansion (unless something strange happens). However there are a number of individual clan ships out there distant from our borders - their raison d'etre is explained above. If a player wants to deal with them as exiled klingons, we ask that they indicate that in their message to me, and I will respond in kind acting as them in-character. Of course, the Klingon High Command will still not tolerate attacks on these rogue clans, as we protect all klingons. But otherwise, they will be relatively independent entities. They will, as noted above, be very grateful to any assistance they receive in finding planets to settle as this will help them regain their lost honor. Such gratitude would, undoubtedly, include concrete assistance to the power that helped them out...
