There is no drone bug...
... at least not in the combat simulator! I set up 2 small transports with 1 drone launcher and 12 drones in cargo, and in both tactical and strategic they only launched one per turn, not all the drones in cargo! (Unless all the drones were launched into one square in strategic, but normally drones don't do that... ) Anyone want to test this out with an actual combat, because if this does work then there's really no reason why drones can't take the place of seekers in a mod...

Other than the simple fact that loading up 250 spread out ships with seekers all the time is a huge micromanagement nightmare, of course.

There is still the problem that they keep launching in combat till the enemy ship is destroyed. So you could throw one sacraficial ship at a fleet bearing down on you and seriously deplete their stock of missles. If the combat ai more inteligently only launched enough drones to kill the available targetrs then it would be ok.

Also, it is a very imperfect solution, as the number of drones you want to shoot at two different targets is often quite different...

That wasn't the problem. The problem was with planets, which have essentially infinite launching capability.
