Default maximum treaty

I was wandering through the statrek mod files
and saw the "space monsters" politics file list
the max allowed treaty as "none"
I assume that the none means no treaty allowed.
Can this be used in a normal game?

Many races use this setting, especially in the TDM-ModPack to prevent the AI from signing Partnership treatis (which generates problems with the colonizer routine in the AI).
