No Intel sounds good to me.
How about No Trade? because otherwise the game would not be AS fun (big teams, high-tech would be there in no time)
And my favorite... Can Only Colonize Own Type Of Planet which might well replace the No Trading Colony Techs.

1) Give two races each, hm..
2) Reduce the number of players you face
3) Players from an other area, OZ maybe?

My suggestion is some kind of combination of team and solo games. For example with six players per team you could have three team games with two man teams and six solo games. Each player would only have to play two games, so it wouldn't be a tremendous strain. Then some point system to determine who wins the medals.

Another option, if you can't get enough players for the other national teams would be to have a format similer to the Ryder cup in Golf. Two teams, Americans vs the rest of the world. Yes the Ryder cup is America vs Europe, but you can tweak that.
Expand the teams to 12 or 14 players each. Again each player plays two games. One is a 2v2 team game, and the other is a 1v1 solo match.

If you're looking for suggestions on game settings I'd strongly recomend no tech trading. Tech trading would mean that some highly competative team with players with too much time on their hands could plan all their research in intricate detail knowing they could trade for other things. I prefer a slightly more laid back game.

so 'LT gang' declear setings. USA team write your setings resume.
p.s. Maybe this setings in future will be SE4 Olimpyc games rules :0
